MANILA, Philippines — Cloudy skies will still be experienced in many parts of the country on Tuesday, Dec. 10, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).

In a bulletin, the state weather agency said the combined effects of the shear line, northeast monsoon, and intertropical convergence zone (ITCZ) bring about overcast skies and rains nationwide.

Pagasa specialist Patrick del Mundo said during Tuesday morning’s weathercast that the shear line—or the meeting of the northwest monsoon, locally termed “amihan,” and the winds coming from the Pacific Ocean – is affecting the eastern portion of Central and Southern Luzon.

Cloudy weather and rains are expected in some areas of Central Luzon, Calabarzon, Mimaropa, Bicol Region, and even in Metro Manila on Tuesday, he added.

Del Mundo warned that flash floods or landslides may occur as moderate to heavy rainfall may be experienced in areas affected by the shear line.

Cloudy weather and rains are likewise forecast for Cagayan Valley, Apayao, Kalinga, Mountain Province, and Ifugao on Tuesday because of the northeast monsoon.

The same weather system is also influencing atmospheric conditions in the rest of Central Luzon.

“Dito sa may kanlurang bahagi ng Luzon, particular sa may Ilocos Region at sa nalalabing bahagi ng Central Luzon, aasahan naman natin ang mga pag-ambon dulot ito ng hanging amihan,” del Mundo said.

(In the western part of Luzon, particularly in the Ilocos Region and the rest of Central Luzon, light rains are expected due to the northeast monsoon.)

Meanwhile, the ITCZ, or the point where winds from the northern and southern hemispheres meet, is anticipated to cause rains in Palawan and Zamboanga del Norte on Tuesday, according to the Pagasa weather expert.

“We can still expect cloudy skies and rain in the mentioned areas,” he said in Filipino, adding that flash floods or landslides due to moderate to at times heavy rains are possible in the two provinces.

Regarding the country’s seaboards, Pagasa raised a gale warning over the northern, eastern, and western coasts of Northern Luzon, as well as the eastern coasts of Central and Southern Luzon.
